As an Attorney at BCM, Stephen practices environmental, conservation, land-use, and food law throughout New Hampshire and Maine before state and federal courts, municipal boards, and state agencies. He recognizes the value people and communities put on their local environment, and strives to help clients navigate the complex issues that arise when clients look to preserve or develop their local natural or built environments.
Prior to joining BCM in 2016, Stephen clerked for Justice Anderson, Justice A. Murray, and Justice R. Murray of the Maine Superior Court in Bangor, Maine. He graduated the University of Maine School of Law magna cum laude, where he served as an Articles Editor on the Ocean and Coastal Law Journal and was awarded the Outstanding Scholastic Achievement Award in Environmental Law and the 2014 Shur-Frinsko Award for Municipal Law and Local Governance. Stephen earned his B.A. in human ecology from College of the Atlantic.
Stephen most often works out of BCM’s Portland, Maine office and lives in Portland with his wife, Cayla Moore, and daughter, Greta. Stephen enjoys spending time at the family camp on Cathance Lake in downeast Maine, traveling, everything food (growing, cooking, and eating), and reading a good book.
